To whom it may concern:

My name is " " and I own shares in a company named Purewater Sciences International Incorporated/Pan American Ban Corporation (PRWT). As a result, I often search the Internet in an attempt to obtain information concerning stock that I own. In this quest for information I sometimes read and write posts at a site called Silicon Investor. At this site, present and potential investors' discuss information concerning the company in which they wish to gather information. On 22 July 1998 at 4:58 p.m. a user named "To Bad PRWT" posted a message concerning a press release that indicated that PRWT was not a legitimate investment. After further investigation I realized that the "press release" came from the following site: www.belize.gov.bz/bisrel.htm. Although the site contains some legitimate press releases the press release with no date or initials I believe is fake. This fake press release is what the user "To Bad PRWT" posted to the Silicon Investor site at techstocks.com. Whether or not the user mentioned is responsible for hacking the web site should be investigated. Although since the uproar over the "press release" this user has stated that they received the information by email. Why would the country of Belize take the time to send this user an email? I believe that the message was posted in an illegal effort to manipulate the stock. I believe someone actually took the time to hack a legitimate site on the web in a cynical attempt to disrupt the stock market. This type of behavior cannot and should not be tolerated.

While the Internet is a great source of information it is also a place in which illegal acts abound. These criminal acts can only get worse if left unchecked. I have enclosed copies of all posts by the user "To Bad PRWT" and a copy of the web page that I believe was hacked.
