The damage to the Republic would be severe if Clinton is impeached or forced to resign because of this, because it would mean

(1) all future presidents will be at the mercy of any crackpot or political partisan who thinks they have a case for a lawsuit,

and (2) all you have to do to get someone out of office is spend unlimited funds on investigating them until you finally dig up some dirt.

As far as the charge of lying under oath is concerned, Starr seems to be disregarding the definition of terms that was agreed to in the Jones lawsuit. While he is entitled to his opinion, it is wrong to go back in after the fact and say that the participants committed perjury by relying on those agreements.
