That's part of the whole point to the contradictions of this war. In order to wage it, the hawks have called for support from dictatorial regimes--Saudi Arabia, Kuwait, Qatar--all of 'em! So do build this Iraqi democracy we're enlisting the support of the dictators. Meanwhile, Turkey, which is a democracy, votes against the war and they immediately get placed on our bum list. Again, this war is not about weapons of mass destruction; this war is not about liberating people who haven't asked to be liberated; this war is not about building democracies in the Middle East. Whose got the answer--what is this war all about?
