Easy. You analyze it. If you can produce a logical path that gets you from the evidence at hand to a significant probability of what you fear, then it isn't over-dramatized. If you are, however, expressing your fear as though it were a rational conclusion, then it's over-dramatized. You also look at the claim to see how subtle it is. The killing of Parkinson's patients isn't a bit subtle, thoughtful, nuanced. The opposite of subtle is over-dramatized.

Would someone have predicted some of the dumb things done in the energy policy area or other areas in advance?

Predictions are something else again. You weren't expressing the killing of Parkinson's patients as a prediction. You were expressing it as a conclusion that could be drawn based on the expressions of Obama's advisors. That is not a sound conclusion.

If, OTOH, you were simply predicting something a bit more nuanced that the killing of patients, say, that under nationalized health care patients with low quality of life might eventually be denied payment for treatment to marginally extend their lives, I would not have challenged you. Predictions have a lower standard of proof than conclusions.

And I wouldn't be at all surprised if that one came true.
