That was not my point. My point was that you have a choice and that some don't.

You say that if there was no skimming there would be no foregoing. The problem is that there is not equal opportunity and there never can be. So there will always be skimming by the rich as well as the poor. And there will always be foregoing. Just how much reward do people deserve for accidents of fate and nature? And how much punishment and blame?
