Even if one is bullish on Thai, it would be foolish to buy a CEF at such a ridiculous premimum.

I'm not sure you can short a CEF, I've never tried.

I would normally play CEFs by buying funds at a large discount. With them you also get the chance that the fund will convert to open-end.
