That free enterprise hasn't done it pretty much tells the story. If it could be done profitably they would have done it. They're money pits for the most part.

I think the Texas routes could be a success -- D/FW, Houston, San Antonio, & Austin. Mostly because the ROW would be cheap and there would be a lot of traffic. But those kinds of routes are few and far between.
