Who bears the ultimate responsibility for the FDIC and federal regulators being asleep at the wheel from 2004-06? How much of this falls on Congress and the Fed? It's almost like everyone in any position of authority blacked out in their recollection of the RTC days, S&L bailouts, FIRREA ect..amazing
