The most important driver of these deaths is taxpayer dollars, which feed the drug trade in these areas. People who are working don't have time to participate in these behaviors. And the people in these high crime areas are heavily dependent on taxpayer dollars, which is where most of the drug money comes from.

If we are, as a country, determined to pay people to be street thugs and drug addicts, we should not be surprised when they turn out to be street thugs and drug addicts. And these are the people who are doing the killing.
