I think Saddam qualifies under this definition.

Certainly, Saddam used terror against the Kurds (a society) and the Iranians. He supported terror against Israelis by paying bribes to families of suicide bombers. The above definition could also include torture of the Shiites, raping of their women and mass murder of his opponents.

There was an excellent documentary on our History Channel which showed Saddam on video a few years after gaining power as he was pointing out members of the Legislature, while guards pulled them from their seats, bringing them to torture and execution. This was all on video, while Saddam smoked a big cigar. If that isn't terror, then I don't know what is. The national legislators were crying, begging for their lives.

I'm sure you use a different dictionary so as John Kerry says, "bring it on." <vbg>
