The way I interpret Jim's comment is that AMD has a number of different process technologies from .18u Al, .18u Cu, .13u bulk, SOI, .13u for Austin, .09u etc.. These can either be refined further, or left alone, of the ones under the development, some get the A team, some get the B team etc.

The same with the CPU design and validation. The Appaloosa team was re-assigned to other tasks etc.
