In the post just before yours you are quoted more than one dozen times as being absolutely positive that SPD would be on the market in 1999. It wasn't. That's a failure. Make all the "oh, but it's so hard to get a technology to market (whine, gibber)" excuses you want, REFR failed to get its product to market in 1999 as you (and they) stated over and over that it would.
