The short non technical explanation of the the graph is:

1. The Y axis (earlangs) can best be thought of as number of users. Earlangs is a way to measure capacity.

2. What the graph shows is a comparison of system performance of various options for 10 MHz (typical for GSM). CDMA is divided into 1.25 MHz parts so you could fit 8 parts into the 10. This graph show a maximum of 7 because Q uses the other one for a guard band.

3. The various options show GSMEDGE, GSM-GPRS, and combinations of 1X and HDR being used in the 1.25 MHz slots.
The graph shows what happens to capacity as data rates go up.

The biggest point is that 7 1X channels out perform WCDMA and slaughter EDGE. If a carrier wanted to provide for more data only high speed users, by replacing 1x channels with HDR channels, then the data throughput goes up but the capacity goes down. When the capacity goes down, the carrier needs more base stations to accommodate the same number of users.

The bottom line is, with 1X as opposed to WCDMA/EDGE/GPRS, the carrier gets better data throughput with less base stations. That translates to lower infrastructure costs.

Well, that was my hack at trying to explain it.
