Seoul to increase foreign ownership ceiling for
KT

The 33 percent ceiling on foreign ownership in Korea Telecom (KT) is to be
raised to 49 percent.

The Ministry of Information and Communication (MIC) yesterday announced
the planned revisions to the Telecommunications Business Act which will also allow
for number portability, sharing of subscriber lines and caller ID services.

The revisions will under go a number of reviews before being presented to the
regular session of the National Parliament in early October. The revised act is
expected to go into effect in the first half of next year, according to the ministry.

The limit on foreign ownership is being eased to facilitate the complete
privatization of the state-owned telecom company, expected by the first half of
2002.

The revised act, at the same time, seeks to ensure that even when completely
privatized, the company guarantees a minimum level of public service.

Other items included in the revised act seek to ensure greater competition
among telecom companies.

Number portability which would allow users to change their service provider
without changing their phone number is one such measure. Consumers will also be
allowed to select the telecom service provider prior to getting the service.

Telecom operators will also be called on to share subscriber lines and
facilities-based companies will also be encouraged to share their wireless telecom
infrastructure, measures which aim to create an environment of fair competition and
better services for the consumers.

The ministry said that the caller ID service, being introduced for the first time,
will help bring down the number of obscene and offensive phone calls. A variety of
other value-added services could be launched based on the caller ID service, it
