I think the FED is always slow to lower interest rates when needed in order to get the full effect of the boom bust cycle.....ie: the last May .50 increase...and now the feds reluctance to move aggressively

in this '29 comparison chart shows the delay in rate cute as the most severe downtrend occurred...and over a long period of time.
