This is a case which demonstrates that Govt. intervention is necessary to turn things around, that regulations are necessary. I was not aware that GM is so close to filing for an IPO.

NEW YORK/DETROIT, Aug 17 (Reuters) - General Motors Co [GM.UL] is unlikely to file for its initial public offering on Tuesday, three people familiar with the situation said.

The filing had been expected on Tuesday, even as recently as Tuesday morning, a fourth person with knowledge of the preparations said.

It is unclear why the delay in the much-anticipated filing emerged but the decision on when the paperwork for an IPO is filed with U.S. securities regulators now depends entirely on GM and not the underwriting banks, the three sources said.

The initial S-1 filing that GM plans to make with the U.S. Securities and Exchange Commission has been completed, they said. (Reporting by Clare Baldwin and Soyoung Kim in New York and Kevin Krolicki in Detroit; Editing by Bernard Orr)
