The are cities throughout the US that felt giving massive tax incentives to lure the high paying jobs of telecoms was a sound game plan.

I suspect Raleigh/Durham NC to be one of the hardest hit. When I lived there 1 out of 3 people I knew worked in Research Triangle Park (a massive tract of land in between the 2 cities that NC gave to any telecom or tech company that would relocate there).
