LOL. I guess.

But the fact that it has come in under budget every year since its inception suggests there MAY be something worth considering there in the broader context of health care.

I also think that is should mute the argument about Medicare not being able to negotiate directly with the drug companies. To me, a program that comes in way under budget year after year suggests strongly that allowing private companies to make these deals and provide choice to the insureds may be a good approach.

Had Part D been structured like Part B I suspect they'd have been blowing out the budget every year.
