That is very correct. In Brazil aluminum smelters built their own dams.

The World Bank refused to finance dams in the 80s. Aluminum moved to China to be supplied by coal-fired power plants as you correctly say.

And the 8,370 megawatts Tucurui hydroplant was built to supply electricity to the aluminum industry like Brazil's Companhia Vale do Rio Doce.
Companhia Brasileira de Aluminio has smaller dams suppling its smelters.
