Baffling. You must be French to understand his reasoning, obviously. All process, no substance. That's what he thinks we want. Mere motions to sell cynically at home as "victory" and allow TotalFinaElf to start pumping...

I'm not so sure about that... because Chirac makes an obvious point. We could have done much better, but that has been the case at 1000 junctures in the developing situation there. The heat we've put on has been far better than doing nothing at all.
