I misunderstood your original post then, as it appeared as though you thought the sniper(s) was acting on some sort of edict.

Sad to say, I think any terrorist attack on our shores, short of another plane hitting a tall building, will be another horrific 'surprise' for us.
As in the market, there is complacency everywhere.
