On a national level, it's a matter of who sucks the least, I'm afraid

I don't think so, a good section of the country actually likes Bush. Many conservatives are mad at him for his spending, but you don't get 89% of your party intending to vote for you if nobody likes you. Perhaps as much as 40% of the voters like Bush, imo.
