Re: What I find interesting is the sudden shift to a kind of tunnel vision blaming Cheney for everything. If memory serves me correctly, Rumsfeld was the man with his finger on the trigger for some or all of the exercises mentioned.

The evidence does NOT support any theory involving a single individual working on their own. bin Laden couldn't have done it and neither could Cheney.

It's not just a matter of how much manpower was required to pull off a terrorist plot the magnitude of 911 --it's also a question of authority/legitimacy. 911, as an inside, all-American conspiracy, needed a greenlight AT THE HIGHEST EXECUTIVE LEVEL. Rumsfeld, as a "mere" cabinet-level executive, didn't meet that criterion. Suffice it to mention the use of mininukes to collapse the WTC towers: the orders, not only to use (drop) those weapons, but merely to handle and move them around must come directly from the US President or a person vested by the US President --that is the Veep or some four-star brass... and even so, nobody's willing to risk one's neck without a proper NSPD to cover one's ass... That's why it makes sense to surmise that the buck stops with VP Cheney.
