No, while he did make the points you mention, OBL's focus has shifted significantly and in a way that positively shows that the Bush strategy of doing what we can to get democracy into the Muslim world is working. Read the text of the message: OBL mentions "freedom" many times. He never has done so in the past. He appears to be feeling the heat of elections and democracy coming to scorch him. Note that the tape was made in April, before the elections in Afghanistan and the handover of sovereignty in Iraq. If he was feeling pressure then, imagine what he feels now after those two events took place. He may be very worried about being relegated to the dust bin of history, which will make him immensely more dangerous. If OBL's reaction is any indication, the Bush/neocon grand strategy may very well be working.
