It would be seen that way anytime. That is why it has to be a forceful statement by the former Sec Nav-"I saw and signed the paperwork"-for it to be effective. Disagree. It would be seen as a last minute desperation move with no credible explanation as to why it wasn't done before. Kerry can call it the last dirty trick of a failing campaign, blah, blah, blah. Undecideds could be swayed against Bush for this reason alone. Bad stuff all around if done Monday. Today, now, is the time to do it if it is going to be done at all.
