I did read the whole article, but let me rephrase his quote you posted

"What could undermine the recovery is a perception that authorities are trying to sweep this whole thing under the rug,"

There won't be a recovery for quite a while, although we will try to spin that perception by blaming others of undermining that which doesn't exist, and I am the authority who by trying to sweep the whole thing under the rug so nobody can see the reality of an economic collapse.
