When it comes to public schools, the rallying cry of the Bush administration has been "accountability." These days, public schools are "graded" according to ever-more-rigorous criteria, and principals and teachers understand that their future funding is dependent upon their ability to increase student test scores. When schools improve, funding increases; when schools fail, their funding is in jeopardy.

But no such expectations have been set forth for private schools under the state's expanding voucher program. It is taken as an article of faith in political circles that private education is superior to public education, and so no testing, measuring or standards of expectation are deemed necessary
