What is clear is that Gilespie was ambiguous in her remarks to Saddam. On the one hand she says that America has no opinion on the matter, and on the otherhand she offers hope for a negotiated settlement.

She never articulates the US position that invasion would trigger war with the US.

Had she said that, who knows what Saddam's response would have been?
