I'm not sure what law you mean. In an earlier message to Charley, I cited the regulation that said an overseas ballot was ok if it was postmarked Or signed and dated by the voter, and agreed with him that appeared that either one would appear adequate. Now I discover that there is a statute -- that prevails over the regulation -- that says that it must be postmarked.
