Yes it is. And usually if it is offered as a quid pro quo for an unwanted invasion of another country, it's not considered as a threat of war. It's more like outlining consequences for certain actions.

With Saddam building up his army on the border of Kuwait, and this being an item of discussion amongst Arab and western nations for months, it's not as though April and George were caught off guard by a last minute meeting.
