Did you even BOTHER to look at the article? NO.

Had you done so you would recognize that the article adjusted for general economic decline during the period.

I just skimmed it, but it appears to be a well-researched study and the statistical methods applied totally make econometric sense. So, I'm not sure what your complaint is.
