I don't believe that an organized ideology is a necessary foundation for an orderly society. The productive societies that produced the conveniences you mention tend to be those that transcend the notion of dominant ideology and embrace change and diversity. You will find little progress in theocracies, in Communist states, or any other environment where ideological or religious conformity is a priority.
