Nobody cares, Rat. There's no there there. If people want solar panels they can get them. Many cities/ states offer incentives. Here in CT I know several people who had them installed because the state subsidized it & our electric bills are high. Still most people don't. It's not worth it to them. They can, believe it or not, figure it out for themselves.

Mandates are just a "feel good" project for politicians. The costs still have to be borne by someone.
