It doesn't surprise me but most people outside of TX would be surprised. Its not the kind of image TX presents to the country; in fact, TX looks to be all in on oil and natural gas. And yet, the state is heavily into renewable energy.

They aren't stupid. They get that once it's amortized it's free energy.

They understand energy economics. If they don't have to burn fuel all that fuel cost becomes extra profit. It's not like they're 'passing the savings along'!
