Basic economics at work with regards to probability of risk and probablity of reward and the probable amount of reward for that risk. Anybody that risks 100K for example on a coin toss where you lose 100K or make $500 is a fool. Nobody takes a bet like that. Yet Obammy puts many businesses into exactly that situation.
