I don't think that is really the issue. Esp. not in terms of what's the cause (which I think is mostly NIMBY) but also not in terms of a real justification. San Francisco does have quite tall buildings, and the requirements are not for earthquake resistance, or even mostly against tall buildings, but against multi-unit buildings. Building a small low-rise apartment building with say 2 floors and eight apartments would be illegal in most of San Francisco even if had foundation pilings a half mile deep and was built more solid then any construction before in human history.
