I have read somewhere between 30 to 40% as the likely trough fab utilization this quarter. I believe that TSMC also said that communication companies were running a bit better than PC companies.

I dont know enough about how contracts work between Q and the fabs to say how much flexibility there is on pricing. I would think though that customers have quite a bit of pricing power right now throughout the handset chain. I would imagine that Samsung and LG are putting quite a bit of pressure on Q to lower prices in the face of the dreadful margins that they delivered in the 4th quarter. Again though, existing supply contracts might limit the price swings to some extent.
