in EE Times a few years ago, they printed a lot of letters from unemployed EEs or underemployed EEs who tried to obtain new jobs for which they were qualified, and they were turned down consistently. The eventual conclusion reached was that the wasn't an actual shortage of engineers, but rather, a shortage of engineers willing to work for 1/2 to 3/5th pay. In other words, a foreign worker, or a worker in a low-cost foreign country.

The constant harping to Congress of a desperate need for H-1b visas in order to fill gaps here in the US is nothing but a Grapes-of-Wrath type scheme by some of the biggest tech companies out there to drive down labor costs.

The main purpose of the H-1b visa today though is to train those who can become managers back in their low-wage home country as a means to export significantly more jobs.
