Not necessarily. Prison is certainly punishment, but it was designed to do two things. 1) Offer a lesser penalty than death for crimes that fall between "let him go" and "the crocs were getting pretty hungry". 2)Give the convict the option to think about it ... does he want to come here again?

Retribution has always been a big theme in Western history. But since Roman days it took a backseat (imo, natch) to establishing the force of law. Keeping the crime rate low - deterrence, setting examples - is #1 reason for prison.
It's hard to separate retribution from deterrence. They seem to be parts of the same sliding scale. Maybe someone who has better info on the penal system, on penal philosophy, can comment.
