I suspect all costs and projected infrastructure needs will be higher, and I hope population will be lower than projected.
Well I can guarantee you that the population growth won't be in the Bay Area, given the ridiculous real estate market and rental prices here. Not to mention the locals' aversion toward building more homes and apartments (other than for the rich 1%).
