"Still on the table" means that the VAT is an option and hasn't yet been taken off of the table or declared not on the table.

Obama has been milking this option for all it is worth over the months.

VAT has been talked about many times in the 20th Century but talked about as a way to eliminate the Income tax and place the burden of taxation on production and on those who consume.

That is why it has never been done because legislators know that it won't eliminate the Income Tax but will be another new tax.

Yes, just one more giant step into Federal Government control along with the personal and corporate taxes on income by the IRS.

This is going to be one "big tea party in Novemeber 2010 as the bums are thrown out in election"-----Obuma must be really shaking in his golf shoes or is it his beach sandals.
