The reason he's going is that he realizes that any support we've had in NATO is unravelling and that the EU wants to sell arms to people we don't want them to sell to (China). The EU also wants to evaluate their own military strengths relative to what NATO allows them to have (read: nuclear). The U.S. government is not very well liked abroad, and Bush has made a point of saying he doesn't really care what the EU thinks... Even Dubya is beginning to recognize that such a decision is a (can he even say the word?) "mistake".
