One of the issues with deflation is that it does not hit all goods and services equally. For example right now, many consumer good prices are falling, while the cost of services such as healthcare, restaurants is rising. So zero inflation overall could mean a serious deflation in some sectors and very moderate inflation in other,putting serious economic pressure on the sectors that have to cope with the deflationary trend.
