It's all relative. Any 300mm program is probably going to have somebody's neck on the line.

The author maybe talking about stuff like next generation lithography and low-k dielectrics, and postulating that bringing 300mm will be easier for the industry to deal with comparatively than items such as these, as these items don't yet exhibit a clear path, or, at least, consensus, on how to proceed collectively as an industry.
