I wasn't aware that SBC was putting throughput "caps" on their dsl services. Can someone expand on this?

"Geoffrey A. Berg, an attorney for the Houston residents in the suit, said the company is defrauding his clients.

"There is nothing in any agreement that gives SBC companies the right to limit the amount of bandwidth they give to each customer," Mr. Berg said.

SBC spokesman Selim Bingol said the company limits speeds that customers use to access Internet newsgroups to "provide a more reliable service for all our customers using the newsgroups."

Only 1 percent of users are affected and even they have higher-speed access to e-mail and Web sites, he said.

"DSL connection speeds and the speeds that data is accessed from newsgroups are two different issues and should not be confused," an SBC written statement said."
