Nope - They lifted and lowered their b/a knowing someone was shopping a big block of stock. Big blocks being shopped by a seller will almost always be crossed at below the current b/a. If a market maker has a working order and he knows someone is trying to unload a sizeable chunk of change ( under nasdaq rules all working orders must be shown) he does not want to be clipped for a loss so he will lift his b/a. It is not manipulation it is risk management. He has exposure to a loss and therefore must try and minimize it. There are many different situations that often appear to be manipulation but are not.
