You mean like a declaration of neutralility, which the US and other countries have done numerous times? Glaspie didn't say we would remain neutral. She urged a peaceful solution; SH appeared to agree- -he lied, in other words. Do you think she could read minds?

As far as troop movements, they are commonly used as ploys in diplomatic games. "War is diplomacy by other means", as Clausewitz said. Equally, diplomacy is war by other means. Troop concentrations and movements don't inevitably result in war.
