It has exceptions for things such as absentee ballots which had a 10 day time limit. The law obviously didn't intend the same time limit for all votes. So the question for the judges is what time limit was expected for a hand count, it clearly has to be long enough to make a hand count possible. Things are only clear in Limbaugh land where there is exactly one answer for every question.
