I've worked in the inner city for 7 years and I know alot of people here. The majority of them are good people. There are a few, however, that to characterize them as "animals" insults the animal kingdom. Animals are not cruel for cruelty's sake. But you can find these people in any society. Where I would put these people is NOT in a labor camp.

What we need to do is eliminate welfare and make all people self-responsible. Given an opportunity most people will act in their own best self-interest. The government welfare, housing, food stamps, etc. says to these people that they are not competent to handle their own affairs and now after several generations this might be true but this doesn't mean we can't change.
