Inode, the reality is that the UN Security Council really depends on the leadership of the United States.

I believe that if Obama (or some other president) really wanted to, he could focus on building an international coalition that will handle the ISIS threat once and for all.

Instead, Obama seems content on just increasing our limited war against ISIS in measured steps. Victory isn't his goal, because he has no idea what victory entails. Not many people do.
